He made his decision to go after One Piece when Luffy finally established himself as a serious contender for finding the treasure in the close future. Sounds more like Shanks was waiting for Luffy to be an actual adversary for him so didn't make a move until he had become a Great Pirate and stood a chance in the final confrontation. Doubt it had anything to do directly with the fall of Kaidou and Big Mom.
It has something to do with Joyboy. Young Shanks planned to go claim One Piece and become Pirate King, but he changed his mind after having an offscreen talk with Roger.
Later, he specifically targets Nika fruit, which got ate by a kid who said the exact same words as Roger.
Post Wano, we see Shanks looking at poster with Gear 5 photo on it and remembers how he stole the fruit, after which he says it is time to claim One Piece.
It isn't anything related to other Yonko

No Blackbeard or shanks will go to kaido or Big Mom territories to get there road poneglyphs they will lose things more than could wins. That why Blackbeard wait one of them to show up kid or law or Luffy and shanks meet kid in his way so he takes it from him. Blackbeard and shanks taken the easiest way and Luffy taking the hard way. That why luffy is different from them.
