Mainly because Kuma seems like a character whose story or atleast the bare bones of it was already fixed pre Ts.
We knew he was a Warlord, Tyrant, had ties to Revos & Vegapunk. But he was mainly a source of utter terror in the pre Ts considering how entire SHs were helpless not once but twice.
In the end he turns out to be a really kindhearted, purely altruistic man who underwent a lot of suffering but still retained the core of his character identity.

Chapter 1097 Title: Jenny -The King of the Kingdom of Sorbet placed a huge tax on citizens to pay tribute to the World Government. The Liberation Army, led by Dragon and Ivankov, attacked the Kingdom of Sorbet and overthrew the tyrant king.
