Dragon is not the worst criminal and a potential conqueror because he was an admiral, he is a conqueror because he fucking left the marines after realizing that he would be a mere cog, contrary to your idols.

At the highest level, its the difference between a Shanks & a Greenbull. So yea, it does matter - we cannot pretend like its simply just a fodder clearing power which is useless in combat anymore.

But I don't think it's CoC which sets them apart from others tho, Hax and fighting styles all together builds up their fighting capabilities

Akainu 100% has it, it is impossible that he doesn’t. He is also FA, technically the ”captain” equivalent of the entire organization. Fujitora has a high chance of having it too, he follows through to his ideals and the only non-logia user. Clearly made to be a standout, not a subordinate type like Kizaru and GB who follows around orders.

I believe pre-TS they were closer to each other in power, while Post-TS Akainu pulled ahead of the other admirals.

Kizaru is the one who remained closest to his OG power because nothing about his situation changed, and he didn't have an island-altering 10 day duel.

Yeah, but we also know there are differences. No one would say Kizaru is on the same level as Akainu, so I don't see a problem if he has AdvCoc and Kizaru doesn't.
