No,she captured Ginny to lure out Kuma.She collects races,she was probably missing the Bucaneer race.The chapter said it was an unexpected enemy,so i assume it wasn't any marine or cd,but a pirate(yonko).Also,BM does kidnap people all over the world to force others to join her tea party and stuff.Its within her character to do this.
I was thinking it was Kizaru or Akainu, but, look at the feet; the shoes and legs look like they're in more formal wear than actual miltiary uniform, or something a pirate would wear. The legs are also fairly narrow, I doubt the character approaching Ginny in the last panel we see her in, where they are arguing, is large or buff.
I think it's Saturn. Dragon said he does not know why Kuma became a pirate, meaning something happened here with Ginny that forced Kuma to leave the Revs.
So, here's what I think:
Saturn kidnaps Ginny to blackmail Kuma into becoming a slave again, but agrees to let Ginny go if Kuma agrees to become an experiment.
Saturn is the Warrior God of Science and Defense, connecting him to both Devil Fruits, cloning, and the Pacifistas. We know Saturn is the enemy Bonney wants to kill, so he must be responsible for Kuma's suffering the most.
Saturn couldn't just let a Buccaneer with a powerful Devil Fruit exist, so, he discovered Kuma's past after the king of the Sorbet Kingdom was overthrown and the WG investigated. Saturn finds out Kuma's is the Buccaneer slave from God Valley, and does two things; holds the Sorbet Kingdom and Ginny both hostage.
Kuma agrees to the conditions to become an experiment and slave to save Sorbet Kingdom and Ginny, but removes Ginny's memories of what happened, so she wouldn't follow him, and then is freed. Kuma becomes King of the Sorbet kingdom, but is forced to exploit the citizens for money once more, so he begins to be viewed as a tyant by the Sorbet Kingdom. Vegapunk begins to experiment on Kuma, but realizes he's Dragon's friend, and contacts Dragon.
Ginny dies in a failed rescue of Kuma, but Vegapunk clones her, to create Bonney. Bonney is raised in the Sorbet Kingdom, seeing Kuma when he has the chance to visit her.
At some point during Pacifista transformation Kuma has a control chip installed, loses free will, and begins working directly for Saturn, by squashing revolutions to defend corrupt kings who rule WG nations. Because of his reputation as a pirate who takes advantage of revolting countries by protecting their corrupt royalty.
After a certain point, Bonney decides to become a pirate to find her father and get answers about his past, not believing he's a tryant or monster when he loved her so much.
Saturn is Bonney's enemy, so it makes the most sense for Saturn to kidnapped Ginny; hence the "unexpected enemy" comment from the editor, a Gorosei coming down to kidnap a random Rev girl makes no sense unless it's someone like Saturn who is already connected to Kuma and has told Kuma he can either be enslaved or die.
That's the only thing Dragon can do. Reacts to things lol..
