All fair, but why is it the now or the never chance to awaken it?
Kuma backstory and links to Nika completly hints at Kuma coming any minute and Luffy fighting Saturn eventually.
I wouldn't bet a lot on Sanji awakening CoC here, only reason i expect it little is Sanji been part of this plot but has not fulfilled any purpose so he must have one. We haven't seen yet, and holding grounds until Kuma and Luffy can fight might be that purpose.

Sanji's personality does not scream "CoC" but his chances became high after Wano. Only because of his inner struggle. Remember when Momo declared his name? Its Sanji who responded to him.

In Wano Luffy/Zoro accepted who they will become. Sanji threw it away and chose to remain the same. He was so hesitant and afraid that isn't a becoming of a CoC user. Because all CoC users see themselves on top of others. But it does not mean his chances dropped since Oda explored this mini story it has to pay off later.
Once Sanji accepts himself and who he "can" be no matter who shaped him and want to conquer his power in his own name. Then maybe something happens.
Right now his chances are still not higher than Ussop.
Your takes on things is funny. The only reason Zoro was a late bloomer is because he was never been in a situation when he had to unlock it. Unlike Luffy who was put in a dire situation. Or Ace/Doffy where lives were threatened.
Zoro was tested by Enma and only then when Luffy's life was on the line he tapped into it against Kaido. If that situation never happened Zoro would still be CoCless lol.
