Yup, you read it right, all those characters will be never the final bosses.
WHY?
Let me cook and you will learn.
Let's start with Mihawk and how he was portrayted:
WSS who defeated Zoro in East Blue, Zoro's main goal, Swordman with crazy high bounty, Warlord serving WG, man who fight as equel to young Shanks with two arms. From East Blue every Zoro fan was expecting for Mihawk to be the final fight for their fav Roronoa Zoro. How many times in SBS and by Narator Mihawk was called as World Strongest Swordman. And before Marinford if someone was going to say that MIhawk is not Zoro's final opponent he would be called crazy.
But what changed in Marinford? Actually really a lot of things that wasn't predicted by anyone. Mihawk in Marinford wasn't portraited as someone whose skill is beyond imagination. He was used as hypetool for WB pirates, to show that Mihawk has no power to defeat Vista in single attack. But the biggest problem here was the fact that MIhawk not only showed lack in power in Marinford, but he even became Zoro's sensei.
Believe it or not, but when apprentice kills own sensei that is not something that you could call great story writing. It's works for villains and antagonist characters, but it's not working with MC. Sensei is someone who you appreaciate for everything that you learned. Ofcourse Mihawk wasn't sensei who tought Zoro everything, but I'm sure he teach Zoro much more then Kakashi tought Naruto.
So the thing is Mihawk will be Zoro's opponent, yes, but that fight will not end with Dracule death, case it's not working with adventure shonen story. This is why people started to believe that someone like Shilew will do the final blow. Still it is obious right now, that WG could be final opponents for SH not the pirates.
And in new arc Mihawk became a Star Clown subbordinate. That is clearly not the great thing to do if you are the strongest.
Now let's look on Teach and how Oda show him to us:
Teach is man who defeated Ace, planned Impel Down escape and took WB fruit. This alone made him someone that hight valueble to be the Final Villain, plus he is also D. and Luffy's real rival, who will never became Luffy's bit*h like Kid and Law. But even with all this great character build up, Oda in Fishman Island arc showed that Luffy didn't really care about Teach. And in new world, Teach was downplayed hard. He didn't manage to take down Younko. If Luffy after arriving to New World learned that Teach killed Big Mom for example, and there is now empty place for Younko, that would be it -Teach will be portraited as some crazy unbeareble obstacle that no one can pass.
In DR Teaches YC Bergus wasn't even shown as someone who is stronger then Luffy or Zoro, which already downplayed Teaches crew. And what about Teach after Wano arc? First time he didn't wanted to fight against old Rayleigh. After that he got hard damage from Law, Luffy's own bit*h. And then after he defeated Law, Sulong Beppo was able to break threw him and run away. But yes, ofcourse you can say: But couldn't let Teach kill Law so that was plot reason. Fine, then let's have a small look on Teach crew. Before Garp fight against em, they looked much cooler, but when old man just grabbed Shilew and put him in dirt, It's obvios not the greatest showoff of crazy power. Actually, right now I will argue but I've got feeling that SH can defeat Teach's crew, without even that big ass pull plot armor. I mean biggest man in the world Sun Huan Wolf, who was hyped from Marinford was defeated off screen.
So from this point Teach didn't create feeling of something that is standing beyond all.
And now let's compare Sakazuki Akainu and how Oda portraited him:
Akainu from his first intro was shown as ruthless machine that can kill anyone to do what he was ordered. He was even called as Dog. Akainu killed Ace and he basically killed WB. And he was the one who made Teach run away. For a long time, I personally believed that Akainu could be the final villain in the series, due the fact that he is standing at WG side, and for a long time, was shown as strongest WG force. Plus to this, even in Fishman island Luffy recognise him as real threat,unlike BB.
But why Sakazuki don't feet for the role of final villain? Because he was shown as incompetent Marrine commander. Marrines spilt in half after Akainy became fleet admiral, and even more some new Admirals didn't listen Akainu's orders. Ofcourse Gorosei was always above him in authority, but when someone from em called Akainu as dog, who should know his place, that already was a too much to have respect for Sakazuki.
More to that Akainu didn't accomplish a thing after time skip. He even failed to defeat or capture all Shichibukai after Warlods system turns off. This is not build up for final villain in this story, and even more due of all his failures, I doubt that any Marrine look on Akainu like on their idol. SO to dethrone Imu and his Elders Akainu needs different portration, and he should be feared and loved by Marrines, which is not the case.
