No, they didn't overestimate themselves, they just that powerful, simple as that. Pairets in general are more powerful than Marians, for example; WSM, WSC, WSS are all pirates then you have Roger, Rocks, Big Mom, Shiki who never feared an Admiral, were never defeated by an Admiral, Shiki even couldn't believe that Roger was captured by Marians since he new that Roger was too strong for them.

Orochi who is insanely caword dude but at the same time smart enough to know how strong Marians are says "I have Kaido backing me up" while threatening WG directly.

Shanks : this man saw power of almost every top tier in his life time and fought all the people he could ... he is the duelist among Yonko
Kaido : fight all the people he could find

+20 years ago Kaido admitted he didn't think he was thoroughly prepared when he tried to face Oden so he made a deal alongside Orochi. Linlin also thought a military alliance with Elbaf is necessary to topple the other emperors, so they're not really "arrogant beyond help" or overestimating their strength.
However, they are typical PIS victimized antagonists, so they will look like clowns underestimating the protagonist as shown during WCI. Plot always leaves many inconsistencies in characters' personalities.
