While Luffy makes a lot of allies, especially amongst the supernova, there have always been a few supernova that Luffy never won over.
Apoo and Hawkins are good examples of this. I believe one more will be Urouge.
As we know, Kuma and Bonney are followers of Nika. This religion is portrayed similar to Christianity, with Kuma living in a church and carrying a Bible.
Urouge on the other hand is depicted very similar to a Buddhist. If you know anything about Buddhism, it’s that Buddhists don’t actually worship any god. Rather they worship buddhas, which are distinct from gods.
Hence I think it would make a lot of sense Urouge actually rejects Nika. Hence I think he will ally with some other character(Teach, Buggy, Kid, etc.) rather than Luffy.
