"Just" the Strawhats,the GrandFleet,and some beloved by the fans characters who make a final hurrah like Law,Kidd and Yamato. Oh and the Revos of course.
I wouldn't mind a 300 chapter lasting bloated arc IF Oda would actually showcase us any notable fight.
Like it's supposed to be the biggest war in the entire series- affecting the entire world, fights should be naturally the main focus in such scenario, but as we have seen at Wano, Oda can even fuck that up.
Characters involved in notable fights (fodder vs fodder I deem irrelevant)
- Strawhats
- Dragon, Sabo, his 3 commanders, (Belly Betty seems to be predestinedto be a cheerleader) and Koala
- Bare minimum the main Grandfleet member like Cavendish, Bartolomeo and Sai
- Warlords (if not already beaten or dead)
- Admirals, Coby, Smoker, perhaps Sengoku and some Vice Admirals
- Gorossei and Imu
- Worstgen members still alive/relevant
- Rayleigh?
- Perhaps Katakuri or even some of the other notable member of Big Mom's Crew
- Lucci/Kaku?
- Yamato
- Magellan
- Former/current Yonko if still alive
- Mr1
- Seraphim
- Marco?
- Garp if he survives
Doesn't have to be a couple of chapters for each, but at least more than two tiny panels of basic clashing...
In theory the more, the merrier but in practice Oda is unable to write too many characters at the same time.
I would prefer a small but well written arc than something shit like wano.

Everytime he introduces new characters,and the fandom gets excited to see what their roles will be,the fandom's expectations blow up in their faces when those characters end up having a half-assed role or being completely useless.
Big meme had the largest crew ever seen in OP,but they all fell into irrelevance without doing anything. Scrubbards and yakuza bosses were teased to be very important in the conflict against Least pirates,but they didn't do shit.

Law and maybe Kidd will be there, the Grand Fleet will make an appearance I'm sure. I honestly don't want any Wano character's there, but they probably will be. Oda will probably focus on certain groups at different times rather than all at once. Hopefully.

Looking back throughout the previous arcs which directly involved Luffy and his crew, it's only fitting that the Final War encompasses the majority of the major characters and factions that were encountered so far. This "final war" is most likey going to be presented as a sort of "summary" of all their struggles, achievements, learned abilities/techniques, and will demonstrate the strength of their bond that they've formed throughout the years of their journey.
The involvement of Fleet Admirals during the war, Akainu and Kuzan, being pivotal figures in the One Piece world, will add an extra layer of intensity, especially during a critical moment where their decisions and actions can very much cause a major event. Perhaps it could be the death of a major character, or one of them could even switch allegiance at some point?
Characters who are rivals to the main cast, like Mihawk and Blackbeard, might also participate in this war in some way.
Will Zoro find an opportunity to rematch Mihawk now that he has grown leaps and bounds over the years since the beginning?
I expect to see a total war involving all parties involved. Let the Celestial Dragons fall from their skies!
Why even bother to create the biggest war in the entire manga to shrink it's length down East Blue level?
It would kill of the immersion and credibility.
Marineford was basically a teaser for what is supposed to come and lasted like 30 chapters?

Yeah, there really nothing to get hype about the final war because Wano climax was rushed. Bunch of ancient zoans users with great recovery and yet only Ulti manage to keep rising up? King nerfing himself... and so on.
Lastly the pay off truly suck.. The "smiles" citizen aren't cured and are still tormented with not being able to act normal. Like really who wants to cry while laughing at somebody dying? Oda fuck up big time with Chopper not curing them or at least show trying...
