She doesn't. As a little girl (even looking at your panel) she was slightly over twice the size of mother caramel (2.5 times), the first panel is a perspective trick that Oda employs plenty.
As a adult she is over twice the size of katakuri that is double (at minimum) of Luffy
. Of course, in some panels both her and kaido look smaller than reality.
Oda uses some weird perspective tricks. Take Kuma as a example.
