A person's brain is only developed physically after they are 20 or older. They can develop disorders like BDP or ASPD if they are exposed to violence or sex as children.

This is also the same reason why sex with minors is considered rape.

Chapter 1,101: Sun God Nika

Brief spoilers thanks to Malik from TalkOP
- Kuma is searching for the boy who ate the gomu gomu fruit on behalf of the WG.
- Kuma meets Garp, who carelessly tells him that Luffy is his grandson
- “that scoundrel of a son of mine secretly married an amazonian and left me with his child… but children are not guilty for their parents’ sins, right?”
- since then, kuma follows luffy’s adventures and sees how he freed Alabasta, attacked the WG, stood against aokiji, and freed Thriller Bark.
- He protects luffy in both thriller bark and sabaody because he’s dragon’s son
- Kuma also discovers the real nature of Gomu Gomu while reading his bible (which is actually an ancient text from Ohara), but it’s too late cause he’s bound to become a cyborg
- Before dying, he writes a letter to Bonney in which he tells her that Nika has freed him and gonna free Bonney too
- End of Flashback
- Luffy punches Saturn
