Kuma will watch Luffy playing and see him performing Nika's dance naturally, then he will get desperate because he doesn't want to kidnap Luffy who is also Dragon's son, so he talks to Makino who talks to Shanks and asks Shanks to beat Kuma so that he can pretend he was defeated and then Kuma returns to the world government without being scolded or punished, as it is understandable, any shishibukai except Mihawk would lose to Shanks.
