WG would struggle with Shanks crew alone. Add Mihawk + crew and its a wash.
People have this absolutely weird idea in their heads that an assault by a Yonko crew would end up in a square off with all forces gathered like it did with MF. WG knew that WB was coming for Ace and could act accordingly. This would not work in an open confrontation with Mihawk and Shanks.
If Shanks and Mihawk decided to strike they would do so when the WG is not that well prepared. With just 2 crews they are way more mobile and can attack 1 WG facility at a time then leave and regroup before reinforcements arrive. Pretty much like the Revos are doing it.
Unless WG manages to catch them with a huge armada, which is highly unlikely, every encounter would be extremely one sided in Shanks and Mihawks favor and eventually they would wear the WG down.

They still wouldn't have the necessary resources or power to take down the wg government completely every battle they face they lose more men then they can recruit, even if they take out a handful of facilities they simply don't have the man power in both quality and quantity to take on the entirety of the world government
Shanks and Mihawk do not need resources. 2 ships with a crew would be near unstoppable for anything else than a larger fleet with at least 2 Admirals present.

WG has a huge area to cover. They are spread thin. This is exactly what the Revos can take them on. Or why Shanks and Mihawk could.

Marines gets Demolished.

(I'm assuming Gorosei are atleast Yonkou level).
Admirals ain't a big deal for Mihawk and Shanks , we have seen it countless times.
Also I don't think so any character in the series , or even two. Can take on all 5 elders at once.

Here is how i see the battle proceeding:-

Mihawk's CoC will also be there to get rid of all the fodders on top of Shanks' CoC.

A more interesting matchup will be if :-
Scenario 1) Mihawk + Shanks + Kaido + Big Mom(no mother mode or hunger tantrums mode) + Dragon all team up & attack Navy + WG. Mihawk with Cross Guild behind him. Shanks , Kaido , Big Mom with RHP, Beast Pirates & BMP behind them & Dragon with RA behind him.
Scenario 2) Prime Xebec + Prime Roger + Prime Whitebeard + Prime Rayleigh + Prime Oden + Prime Scooper Gaban . These 6 alone attack Navy + WG. (In this case, gotta give Navy Prime Garp , Prime Sengoku ,Prime Kong & no Akainu,Kizaru,Aokiji say they were all VA level).
Final Conclusion:- Even becoming PK isn't enough to take down Navy + WG. You need to be Joyoboy Nika full potential unleashed level & have a few Ancient weapons & lots of very powerful allies (eg. I believe that the Elbaf Army of Giants & Prince Loki will ally themselves with Luffy).

i think this alliance might get a chance at beating the navy ( excluding sengoku and garp since they are retired )
but they get stomped if the full power of wg comes at them

Not really. Most of the time the admirals are chilling in mariejois. They send fodder to deal with the world and reserve the admirals for important jobs. Such as Shanks and mihawk.
They sent aokiji after Robin because she was a big threat. They sent kizaru after the supernovas because of luffy attacking a celestial dragon and rumors of Rayleigh.
Akainu went after blackbeard himself
These admirals are usually only sent on important missions. The collapse of a nation. Something huge.
If they get a call that Shanks and mihawk are attacking a base. You best believe they're getting sent some of the best that the wg has to offer
