People born fucked are not destined to live a fucked up life. That is taking away agency from humans.
We don't always have agency , a child get abuse by there parents has good chance grow fuck up when they grow up .
There wars going where normal people have no agency and can died at any time cause born there.
Taking away human agency is something man kind has gotten rather good at be it because of capitalism , politics etc etc .

I mean in real life. There are some things you literally can't choose. A vast majority of people can't choose how they die. No one in the world can choose where they are born or when they are born. They can't choose what they look like. They can't choose their natural talents or affinity. They can't choose to be defected or not defected. Some people can work hard and improve at the thing they suck but people who are talented at their skill can surpass them with not as much effort. People can't choose where or when they can be lucky.

Free will exists but not everything is free will. Both fate and free will exists. You can change *some* things but a lot of things can't be changed. The best thing to do in life is to accept that your actions can't affect the outcome of everything.
 
It is overused in manga especially. And it gets another layer of bad on it when the underdog scrappy MC is proven to be an overpowered and gene fueled plot device destined for greatness no matter what.

All their previous struggles lose a bit (or a lot) of impact because of the, usually late, Destined One reveal.
Luffy has been gene fueled since chapter 400 ish

The Nika situation I kinda understand but the whole “Luffy was just another guy” thing has never been true

Part of the D. clan, son of Dragon The Revolutionary, Grandson of Garp the Hero, born with CoC, just so happened to be raised with the Pirate King’s son, befriended one of the future Yonko as a kid, the list goes on

Most people in One Piece had a worse childhood than him too

Law saw his whole family slaughtered and his sister burned to death, Doflamingo saw his mother die and was prosecuted for something entirely out of his control, Whitebeard grew up on a lawless island with no one to protect him, Kuma saw his father get shot in front of him then had to live through a death game where he was at the mercy of the Celestial Dragons

Take out the Nika thing and Luffy is still one of the luckiest characters in One Piece

He was never a “scrappy underdog MC” at least not from what I saw
 
Nah Luffy wasn't presented as special beyond having Inherited Roger's will all the way up until his encounter with Aokiji where we hear his grandpa is a big deal. And then his grandpa is revealed, and his dad too (all big shots).

And then Fishman Island comes and boom Joyboy connection. And then Wano the Nika fruit.
You are making it sound worse than it is.

Luffy's dad who is a big deal abandoned him and never influenced any of his decisions.

Luffy's grandpa is a marine and he influenced Luffy to join the marines, he even tried to convince him to never become a pirate.

However, Luffy met Shanks one day and he got the will to become a pirate and be the pirate king.

Luffy inherited Roger's will at becoming the pirate king.

However, for Luffy, the pirate king is the one who is the "freest", he only wants to have an adventure and travel the world.

Given that his dream is about freedom, the Nika (rubber) fruit decided to be eaten by him since fruits have a will of their own.

In his quest at becoming the pirate king and at becoming the freest, Luffy frees people and nations from oppression, like the warrior of liberation Nika, like the previous person who awakened the Nika fruit 800 years ago (JoyBoy).

However, Luffy doesn't give a fuck about that and he doesn't want to be a hero, Luffy wants to become the pirate king.

Isn't it beautiful that while Luffy simply wants to become the freest, eat as much as he wants and become the pirate king, he frees nations from oppression and he is freeing slaves from the oppression of the world government?

Luffy will never fight the World Government directly, there won't be such a thing as a "war against the world government".

Everything that Luffy will do will be in his quest at becoming the pirate king, protecting his friends or his "dream".
 
If you talk to most younger people, people in their late teens or early 20s to 30s, they will deny fate. They don't have much life experience and aren't religious in the slightest. But if you have a long deep conversation with old people, they are religious and believe in the greater force than just what we see. They have much more life experience than young people like us and many of their experiences have opened their eyes to the higher force.

I think most people will change their mind on fate and whatnot once they are old and have a lot of life experiences.

He was basically a regular dude (in a Shonen way) until the Garp and Dragon reveal

And that came 350-400 chapters into the story. That's only early story because One Piece has been going on for so long. It still took years to get to that point

The parents have agency.
Politicians have agency

fate and destiny is taking away the responsibility they have to society from them.

Fair enough

Stuff like that has never bothered me cause in most shonen there’s always some degree of genetic shenanigans at play

Like Gon is the son of one of the best nen users in the world and is also a descendant of someone that’s been chilling in the Dark Continent for hundreds of years

They’re pretty much always gonna be special

It kinda is what it is

He literally got Deus ex machina'd when Buggy was about to execute him on that platform.

The first chapter literally spells it out for ya buddy.

"Luffy's great voyage of destiny has begun!"
