The point of Luffy is that he is literally both. Luffy gets stronger by fighting for his dream of the future and he gets stronger by being a warrior destined.

Without Luffys will to fight for his dream, he would not be as strong as he is. Without Luffys destiny, he would not be as strong as he is.

He was never meant to just be some willful person, nor was he meant to be some pure destined individual.
 
Nah Luffy wasn't presented as special beyond having Inherited Roger's will all the way up until his encounter with Aokiji where we hear his grandpa is a big deal. And then his grandpa is revealed, and his dad too (all big shots).

And then Fishman Island comes and boom Joyboy connection. And then Wano the Nika fruit.
Nah dude as soon a robin ask about luffy being a D we knew he was special .
Plus even the things he did was special , get the one biggest bounty when first started in east blue.
Beat a warlord in less 1 and half month , went to EL to get robin which has never happen in hundreds of years .
Then beat another warlard , you have to look at events that luffy did and he was only 17 .

It's like why people special when win so much sports even or do thing or have records when they young as hell .

For him the destiny aspect don't even matter as much ( at least for now ) but will be done because of dream and will to fight .

Politicians have agency.
They don't either, partially. You are mistaking the concept of fate for something that is written in your forehead. Most concepts of fate don't work like that.
If you read religious scriptures, you will understand that they're talking about the concept of inevitability. There are some things that are just inevitable. But some things aren't. Fate doesn't influence everything but it influences most things.

Take the art of palm reading for example. In some palm reading practices, the left hand symbolises your destiny while your right hand symbolises your present. Depending on what you do or don't do, your destiny won't form a shape. But the potential is predetermined and it depends upon you to reach your potential.

A person who was born without the talent to jump won't be able to break the high-jump record. But he might have other talent which he can work towards. It's like the old saying, "If you judge a fish by its ability to climb a tree, it'll live its whole life believing it's stupid." A fish doesn't have in its fate to be able to climb a tree. But it can become a better swimmer to live its life to its fullest.

You think that's new? The entire landscape of One Piece fanbase changed after Naruto and Bleach ended. Older One Piece fans were more on the tame side and enjoyed comedy, adventure and drama more than the action. Now the fans are all about fights and powerscaling.

Why do you think that happened? Because Naruto and Bleach fans had nothing else to read so they jumped to the One Piece bandwagon. Other new manga like Demon Slayer and Chainsawman have already ended so the youngins who were introduced to manga through those series are now reading One Piece.
