First. Rebecca DID had a whole arc. Her storyarc extended all over Dressrosa, this was not a minor character at all. Rebecca was a main character just like Kinemon was a main protagonist in wano (just below Momonosuke). The only difference with other arc is that Rebebcca's arc was less impactfull that the one of Law, but don't get confused, the emotionnal impact of a flashback is not always relative to the importance of the character in an arc.
Secondly, if the lengh of a flashback is SUDDENDLY a new important parameter to predict a new straw, I guess we will have to get rid of Usopp, Zoro and Sanji has those FB are very short. And don't give me the excuse of the writing timeline.
