Gen'U is going to surprise people. No way his strength stat accurately represents his power, I think he's going to be a lot closer to Sentou'un in strength than people think.

Rinko suffers the most from recency bias, he was beastly even for current standards
He took on both Ouhon and Shin casually and overpowered them, and once Shin’s bullshit power kicked in he lost his left hand. The day after Shin was still unable to match one armed Rinko. The only reason Rinko died was because one of the Qin officers interfered in the fight, which opened up a window for Shin to lowball him

Rokoumi is number one of Ouki while Rinko is probably the weakest of the heavenly kings plus Rinko was able to do insane attack formations and assassinations so even if Rokuomi spanks him in a duel it doesn't make him better
