I've been saying for a while now that the Koby vs Boa fight was off screened and will show that Koby hit Boa in the head and that is where she got the mark from. I think Coby was bad written in the story but Cracker is incredible strong. The tactics he used against Luffy would win against many high tiered opponents.
There is a reason why he stopped using it in the manga and turned into fodder.
