East Blue is the weakest sea. Pretty much no upcoming pirate in it knows Haki.

Smoker didn't have Haki, but he has a Logia, which makes him invincible against most pirates in the East.

Buggy and Alvida got Smoke-diffed, and Smoker would have easily cleared Krieg and Arlong.

Smoker also has his Seastone Jitte for Devil Fruit users.

Pre-time-skip Smoker was more than capable of defending Logue Town from most threats to it.

No the reasoning is because the yonko hang out in the new world. The heavy marine presence is in paradise and claiming territory in paradise means that the warlords or admirals are more likely to come and take it.
