If we go back to the present and Kuma shows up with an important moment, great placement.

If Kuma doesn't show up, then Oda should've showed this flashback when Bonney first saw it.

It would even give more context to how Kizaru was acting once he arrived after.

Buggy company had as part of their work collecting bounties. The point is why they would be willing to exchange for her instead of letting her die.
It was clearly designed to show that she was important by herself instead of just a Nika plot. Its a dropped plot point but oda usually tried to answer those things before

You forget that buggy was not even a warlord or had his business up and running yet when this happen .
BB asking for ship was just him risking ,BB currently thinking is he could become a king for coby lol .
She was important because of Kuma but he was already mind wipe so that aspect Oda should have done better with .
Still Saturn was willing to take it easy on her even after them having kuma for 2 years as salve until she decide attack him.

Buggy was still a pirate that helped whitebeard and all that. Giving bounties to pirates is stupid but the gov is pretty stupid.
Like I said, it was clearly meant was her being slight more important and connected to wg.
The issue was badly handled. The end result does not change that much but I hoped for something better. That's why I gave it a 1.

I think in a way the warlords are who make things bad for bounty hunters in the story since they already hunting pirates.
Sure you could have gotten a group of strong bounty hunters in grand line but they just doing what warlords are doing .
You have them run into luffy once and then that most likely the end of that group .
Have some more and they just get taken down by pirates since they most likely get out number and be more powerful at end off the day by the pirates.

EDIT not mention when have yonko like WB saying if touch his men your fuck also don't help with bounty hunters lol .
