Nah his final fight was Katakuri in WCI when Big Mom was the central villain.

Not lucci, who the entire forces' power is cnetralized upon, Who everyone treats as the end all be all for CP9's overwhelming power. Who is the guiding force during the night of the attempted assasination of Robin.

Who's murderous intent is laid clear and direct and tells Luffy outright he will murder all his friends.

The crux of Water 7 and Ennis Lobby is instead on the Panda guy.

Gonna tell me Orochi is the central villain of Wano too?
