No he wasn't. His "concern" i.e. extreme racism was what caused the Uchiha to revolt and led to their genocide.
Nope. Tobirama gave the Uchiha duties they were qualified to wield. And moved them to a place that was more convenient to carry out those duties.
The one that ostracized and radicalized the Uchiha was Danzo.
Tobirama put Hiruzen in charge. Neither Tobirama nor Hashirama had anyone beside themselves to shoulder "the darkness" of the village. They dealt with all the things be it pleasant or dark.
But, Hiruzen, who was solely put in charge of the village, decided to give unnecessary and un earned power to Danzo. hiruzen hid away the darkness of the village, delegating them to Danzo instead of confronting and solving them head on.
And it was Danzo and his corrupt power hungry hands that perpetrated the Uchiha radicalization and subsequent genocide of the Uchiha.
If Hiruzen kept Danzo in check like he was supposed to, instead of giving him complete control and reign over the village's most delicate matters due to feeling guilty that his childhood friend didnt get picked by tobirama to be the 3rd hokage, then none of the tragedy related to Uchiha would have happened. At least without major outside interference.
Tobirama created a world full of corruption, murder, genocide, war, xenophobia, classism and children abuse but Sasuke wanted a peaceful world.
Tobirama brought structure and stability to an unstable Ninja world.
His successor is the one that made it into a world of corruption murder and genocide.
And things like War, classism child abuse etc existed before and after Tobirama. He's not responsible for all human sins in naruto verse.
He lived a short life, and tried to make the world a better place in that short time span.
