Franky preventing him from taking action don't mean nothing .
Should i remind you that franky also prevent BM from taking action when she was about to mess up nami .
BM did not even want to tank franky beam with her body which saturn just did .
Also how weak do you have sanji if he can't even deflect a no name spam move from Saturn.

yeah hes saying he couldnt bring himself to make it into a bomb because of how he knew it would be used (which is exactly what saturn tried to do lol, he said he activated it when the revolutionaries captured kuma and took him back to their base) so he just made it a shutdown switch. so without kuma's soul and with his body shut down he shouldnt be able to move or do anything, but he still did this somehow.
So Luffy "mysteriously" disappeared before the admirals could apprehend him...
Either he left by himself or his anonymous food benefactor smuggled him away.
If it was the food delivery person, then it's probably Caribou, since the Numa Numa could easily snatch Luffy up without the Marines realizing it. There is an unlikely chance that he was suddenly kidnapped by Laffitte and Devon
Kaidou himself is a decent threat to the World Government, but he had one of the largest pirate crews and a massive arsenal of chemical weapons. Those are probably what scared the Gorosei

I wasn’t originally a fan of this idea, but it’s becoming more reasonable.
Imu may actually have the sea devil or just the Satan-style devil fruit which allows him to summon and control actual demons. The summoning circle Saturn used seems to be tied to Imu.
If that’s the case, we may have Imu summoning devils as special fodder to attack everyone in the final war.

So let me recap this:
Saturn just tanked an enraged Kuma's haki fist point blank to the face, tanked an entire town collapsing on him, tanked both Sanji and Franky attacking him (Franky's strongest attack btw) ... and at the end of the chapter he's in perfect condition just like he was before the chapter, only even more pissed off.

Dont get it wrong. Sanji attack is near veteran level just as Franky's laser.
