To be fair it is far greater then a normal buster call..
The whole troup is capable to face entire Yonkou crew.
Over 20 battle ships and small ones, over 10000 soldiers(i believe it was 30k?), 9 viceadmirals and lot of captains, rear admirals probably.
At top Kizaru and Saturn in combo is pretty broken, that force could even handle a entire Yonkou crew on their own.

Imo it's good from a narrative standpoint to make the situation seem more serious as now there's nowhere safe on the island and nothing can be saved

Yeah I think initially the point was to preserve important things but now Saturn deems the situation getting out of conttol and wants to erase it from existence like Ohara

Obviously will fail this time, he will fail to kill the important targets and we still aren't forgetting the BBP are still looming around and aren't noticed by any marine yet despite the island being surrounded by hundreds of battleships no one noticed their ship yet, strange

Also since a Buster call was going to annihilate the straw hats if not for Merry coming in to save them it gives the Straw Hats a chance to to make up for that.
