I'm genuinely more surprised we didn't see more of Luffy outside of G5 being competitive with Kizaru. For the longest time I thought Snakeman would be the driving force in handing Kizaru a loss, so far I've been proven wrong. We've seen Kizaru in a deadlock against Nika too, not gonna react to every scratch he takes moving forward especially when he hasn't been focused on Luffy even once this entire arc. Take that in. Which is why I'm excited for a locked in Kizaru showcase now that Vegapunk's death has arguably been delivered as promised.

There's a key difference you're omitting though.
Luffy was competitive against Kaidou in base/g4, sure - but the key was he needed CoC to be competitive.
Against Kizaru, it seems like the ridiculousness of Luffy's awakening is needed to match Kizaru's DF; but CoC isn't being used as much as it was against Kaidou.

Who is asking you to praise Oda's writing of Zoro? Oda's writing of Zoro is a perfect example of what is wrong with post TS Oda. When the 2nd SH who joined and essentially fills the VC role, has zero character defining moments post TS, had his plot points abandoned in the samurai arc, and in general is treated poorly.
But you like that Zoro is treated like shit, just so you can annoy the Zoro fans with this.

The East Blue 5, are one of the main reasons why pre TS OP is so good. Zoro was involved in some of the best moments pre TS moments of OP.
