On the last page there's a vitals monitor that's flatlining. The message that's about to go out is a failsafe/contingency plan to get some payback on the World Gov after death.
It can be any number of factors, but honestly, it's about time. Vegapunk has overstayed his welcome. I suspect the connection can be interrupted if someone destroys the host body and that apple antenna thing that's connected to Punk Records.
Fingers crossed this speech is the post-TS equivalent level of Whitebeard's. Hope to see Sanji try to protect him as Saturn and the Marines try to intervene.

Nice catch on the monitor
Completely missed it tbh
I hope he really is dead and they don't somehow bring him back to life. Lillith and 1-2 other satellites are enough of a Vegaounk pressence for the future

"I've made my bed and there are things here I must protect"
This line implies that the broadcast is triggered the moment Vegapunk passes away. In other words, he has to die before the entire island(incl the broadcasting device) is destroyed.

He's got 6 other bodies and 3 of them are still alive (discounting York), so its possible one of those 3 survives and has all of his memories at least. Otherwise, I am semi hoping Shaka is still alive somehow and he moves his consciousness to him.
But I would assume Stella is dying this arc, its a good emotional close for that iteration at least

The satelittes are indeed why I can actually see Stella being done here despite all the fake deaths in this series.
He wouldn't be dead in the same sense the other characters would be, I believe that for Oda it's more easy to kill him off.
