Ok time for some more autistic analysis, I usually don't bother with flavorshit but Fuji has designed the roles here for this game in I believe a fairly expected way

The pool of eligible characters appears to be drawn exclusively from the 5 different ninja teams featured in the exams + Kakashi. (3x5 + 1 = 16). Scum are obviously orochi and co but with what's been laid out so far they will have fakes within the confines of these claims as well. Square is square.

So if there's any sort of 5th wheel here don't think that there would even be room for a fake claim, which is good to know
