Because of the fact that he would not be in his second strongest form if he could match luccis output without gears. That's thr point
Why would luffy need to resort to using gear 4 when his base output should be enough, when his base speed should be enough. Why resort to using gear 4 which drains him when he would need to use it especially against something that's resisting all damage?
The same way luffy started off fighting kizaru in base and then gear 4 is the same oda could have written luffy doing the same to lucci. But he did not
