Yeah a lot of weaker characters have awakenings. But with fruits as broken as that of the admirals, it makes sense why Oda would hold back on giving them awakening. He doesn’t want to overpower them.

Not everyone has an awakening. Kaido and BM seemingly didn’t. There is no expectation for any top tier to have it.

tbh it makes sense that stronger fruits are harder to awaken, while weaker ones like the impel down zoans awaken easily.
