Oda wrote himself into a corner the moment he introduced Nika and the Gomu Gomu not being what it seems.
It doesnt make sense they were sitting on their asses for years without doing anything to take Luffy out of the picture when he was still a teenager and early in his journey when he was still weak. Oda tried to sloppily find a way out of this incoherence with Kuma's Foosha village flashback but it isnt enough.

Yes they are incompetent nimrods that are in desperate need of a lobotomy, but they will prove themselves to be power houses. Sadly for them this is a Shonen so such showings will be all for naught at the end of the day.

Akshually they tried with for example Rob Lucci but either someone was merciful (kuzan), traitor (Kuma) or the crew was far away (Skypiea)

The WG really can't show any semblance of competency, this story just can't allow it, they would had sent a CP0 mook to kill Luffy the moment they noticed he had Nika fruit, if they were allowed to be have intelligence.

Just roll with it.

We also have to remember the OP world isn't our world, there isn't the internet and the world is a massive ocean with lots of tiny islands with sail-guided ships. Communication and information isn't so easily there as it is with us.

Well, they are the last step, they cant do everything on their own. They created the WG, marines si they would do what they wish, the failure is on everyone. Neither could marines get Luffy.
