Whitebeard could have awakened his devil fruit, but he is not the type of man who wants to destroy the world. Oda is saving that kind of stuff for a person like Blackbeard, who is very interested in plunging the world into darkness. Hopefully, we can see its true strength.

Did WB spend decades becoming very proficient/mastering the fruits power? I would think so. He's able to touch and hold air, imbue quake bubbles on his bisento, and control the magnitude of the vibrations to name a few techniques.

At the end of the day, we have been shown that WB doesn't need to awaken the devil fruit in order to use it the way he wants. Blackbeard, on the other hand, has to RELY on such a fruit to succeed in his grand ambitions. Let's wait until the story progresses a bit.

Lol, blackbeard relies in his fruits as much as all other characters do, teach is an EoS haki monster who scarred shanks with his haki alone.

Teach's ACoC will only be second to luffy's.

I think he was, just like Fujitora is. Otherwise explain to me how either of them got their ability onto their weapons. Control over a force seems to be the easiest paramecia awakening to predict after seeing Law's.

The Gura no mi's awakening might come from the desire to protect others, so ironically it grants absolute power and destruction at base, but upon awakening you can minimize the collateral damage, so no friendly fire happens anymore. Quake bubbles prolly had no DC at all for a reason. It's also just in general very practical. Without quake bubbles you would destroy your own footing and the surrounding area by default. BB would sink his own ship, when fighting on it, whereas WB could have even went all out on a small ship like the Golden Merry.

The gura no mi actually comes with a lot of potential drawbacks or dangers one could say. Wouldn't be surprised if power-thirsty people like BB shoot their own leg with that fruit and it's in general just a common thing that comes with that fruit.

I believe we saw some moves he did that Blackbeard yet didn't showed us so it may be awakening.

Teach can punch to use his quake attacks. Whitebeard could "scratch" the air.

Idk. Or maybe the way Teach got the DF he also got it awakened.
