Dark pit have different things from Pit.
Pit is more agile, while Dark Pit attacks have a stronger knockback. The arrows are also different.

Like there's no actual problem with it, they probably wouldn't even have trouble giving him a good move set, Super Smash Flash 2 could do it after all.

Part of it is because Waluigi wasnt designed by the same guy/team who designed all the other iconic Mario characters

He was created for a Mario Tennis game(could be wrong) to be Wario's partner.

He's also never shown up in a mainline Mario game iirc
