Thats the point Marine might come.
If they let Beast Pirates and Big Mom Pirates making an alliances, thats a "budget" Rocks reborn. If they're not stupid enough, maybe Akainu and the 3 admiral coming to wano at once.
Thats why if indeed Marine is the "Shadow" thing, that is a perfect end to Act 3. Because we need an explanation what happen to the "Abolition of the Warlords System" and what happen to Sabo in Mariejois.
