That is the case. If Zoro needed to use 3 sword the entire time he wanted to switch back to 2 swords.

Look at Zoro's battle against King. He started with 3 swords and keep 3 sword as his main fighting style. He only used switched swords when performing a name technique. He then went back to 3 swords. That means 3 sword is the number of swords Zoro needed to use fight and clash against King inbetween name techniques.
