Based on the current feats I have Wei winning but Gaimou is definitely needed.
Even during the Coalition GHM was able to perform this very hyped Ryuudou technique that's being used shall an enemy approach and dive head first into your HQ.
GHM was able to use it back during the Coalition and years have passed since with him constantly growing.
RBH has way more hype than Ji Aga. The others probably go either way. Gaimou would be GHM's last line of defence and wear SBS down for GHM to destroy Seika with his formation.
However the Duke conquered the formation and Shin hinted that he sees a way to conquer it too meaning Hara established that instinctual generals can see through it (which is why RBK trained his centre army in the first place).
SBS could conquer it if he is an instinctual General.

Seika wins. Put some respect on the 3GH name. It’s not like Earl Shi is here to carry.
Outside of Ranbihaku, Houmei’s subs get rolled over by Seika. Ranbihaku would probably give Jiaga a respectable fight but I have Jiaga winning. So once Jiaga, Kansaro, and Gakushou deal with the minor generals, they join Shibashou and proceed to utterly crush anything Houmei throws at them. Seriously if Shibashou alone was mid diffing his way through Ousen’s tactics, I imagine Houmei’s tactics just get reduced to nothing.
So the only real question is what effect Gaimou will have on this battle. I have him below Shibashou but above the rest, so ultimately I think he’s getting beaten by Shibashou. Even if he slays one or two of Shibashou’s subs, ultimately Seika still rolls this Wei army like a joint and smokes them.
Seriously you would need Shi Ei to have a chance at winning here.

I think debating Ji Aga > RBH is almost impossible. RBH is a legend recognised by two Qin 6 as a serious threat and he even pressured Yoku 1v1 recently. He has feats and portrayal.
Junei and Ryuuhan are what seems like GHM's left and right hand, no way they're gonna be that weak. I think they will be at least strong enough to stall GKS and Kan Saro.
Then the main event. SBS charges at GHM and is met by Gaimou. Now this makes or break the battle for Wei but I don't think SBS leaves this 1v1 uninjured but if Gaimou is meant to be a post Zhao Shin fight then he must be an absolute beast.
Then you have GHM's own tricks like formations and war chariots.
Since the Seika army sticks to SBS like glue GHM can do his legendary grind em down pose while SBS duels Gaimou and weaken them further.
