To me its clear Lucci is meant to represent CP0s eventual betrayal with the WG. Once VPs message lets out, its likely a large chunk of WG operatives and Marines defect. Ive always asked why did Oda make Lucci a nice guy during his cover story, this might be the reason why.

Its gotten me thinking.....Kizaru may have actually known about all of this ahead of time with VP. And killing him jump starts the video to unleash chaos on the world. So Kizaru may absolutely be betraying the WG by the end of this arc because of it too.

Hell, I even expect Akainu to rip part of his Marine faction from the WG and try and seize power himself by fighting the other Yonko for One Piece. If One Piece is the key to taking down the WG, then all Yonko AND Akainu would make grounds to go after it.
