The fight didn't continue because Luffy immediately ran after knocking Lucci down. He didn't knock him out. Lucci was up as soon as Luffy reached his destination, which literally only took seconds.
rocket was about to launch in 1 minute when Luffy knocked him out. So Lucci didn't do anything for a whole minute while they were waiting for the rocket to launch. If he were awake, he would attack Luffy.
But i dont believe they worshipped Rocks, the way the Gorosei worship Imu.
Rocks Pirates are each man for themselves with the rule of the strong. Imu-Gorosei dynamic reminds me of Doffy-Seats dynamic or Enel-Priests dynamic which is not how Rocks Pirates worked tbh.
