Character Discussion When you realize that Mihawk was the strongest WG affiliate

They had no means of controlling him. Sure, at least he was contained and not an active enemy but it’s not like he really was a good asset of the WG.

- He refused to fight Shanks
- He let Luffy go
- Spread intel to Shanks
- Skipped every meeting held unless he was personally interested
- Personally trained Zoro thus also hel
- Harbored Perona
- Was depressed and just dwelling around
- Put in a lack luster performance in Marineford, only interested in meassuring how strong he was compared to WB. Actively held back against everyone from Vista to Fodder Z

So the only benefits of Mihawk as a Shichibukai was that he stopped hunting marines, scared off lower level pirates and presumably shared a small percentage of his loot with the WG. He didnt do anything against the Yonko or top dogs as far as we know.

We saw hancock skip meeting, we saw Jimbe skip meetings, we saw BB doing whatever we wanted.
Then we see Posthawk showing up whenever the government calls him, and fighting a war when ordered like a good Hawkdog. Oh, and lets not forget him being unable to hurt a YC2 or barely touch a PTS Luffy while going all out against him.
