Well, the WG kept taking the worst decisions over and over again, this one is just one of them.
A couple examples :
- Killed everyone in Ohara because they knew stuff but left all the books unchecked...
- Knew about Gomu Gomu being Nika but didn't do anything to take it back, instead they punished one of their best agents for losing it to a pirate but they still ''respect'' said pirate...

Completely irrational, 13 year old in the middle of a crisis type decisions.

It is not. Other than speed , Kizaru has been mid. Kaido can blitz G5 who can blitz and land attacks on Kizaru. Shanks and mihawk should also be capable of keeping with Kizaru's speed.

His attention has been on just about everything else besides luffy and he’s emotionally nerfed. On top of that man has barley even bleed. So no
Shanks has future sight. Nothing implies mihawk does

I am not saying Kizaru has. I am going by what he has shown till now. Mihawk will be shanks 2.0 with some changes. There is a reason why oda compared mihawk to shanks. Mihawk is shanks old rival and shanks never beat mihawk.
