For most of DBZ frieza was some midget with a female voice by genkai from yu yu hakusho, and he was flying around in that pod looking like eggman from sonic. Hard to take him seriously.

Also when Krillin almost ended his shit by blinding him and cutting off his tail, that was just hilarious.

Madara overall was a much more serious character, shame how he died though.

I can see why people say Frieza
I haven't watched DB start to latest so defo bias involved.
From what I can deduce, the aura of terror around him seems to be more inline with how he looks as well as the lore around him.

Not much different from madara but looks contribute a lesser part of it, its just the man he became metaphorically made his aura overwhelming, the world just needed a dude that perfectly emulated madara's voice to shit themselves and band together to fight that imposter in a World war.

Either way, Frieza enslaved countless planets and destroyed them for fun. He was responsible why the saiyans went extinct in the first place. So Madara is nothing in comparison.

Kaido also has lots of fans here.

For example, I gave Kaido the W against EMS Madara in VS battle setting. But when it came to them being threats to their respective verses, Madara simply negs.

Everyone who even followed Naruto manga superficially knows what Madara truly stood for in the manga.
