No, he should have merely sent Greenbull who would have simply slaughtered everyone and been unstoppable, rather than the emotionally constrained Kizaru.

Kizaru job was to kill Vegapunk while a Yonko protected him.

Gorosei job is to stop recording and clear evidences.

One succeeds. The others fails.

If that was true he would be scared of Kaido like Greenbull and not volunteers to take him and Big Mom down as he said to Akainu.
Kizaru also said he was going to take Whitebeard's head, how did that end up. He talks a lot of shit.

Until the invocation of the 5 Gorosei, the "heroes" had a clear superiority over the "villains".

This caused Lucci and Zoro to artificially stagnate, and Sanji and Jinbe to do nothing.

On the other hand, GreenBull's presentation in Wano made no sense, the guy practically went on a suicide mission alone.

It would have been better to introduce him in Egghead and have him fight Zoro and Sanji, while Jinbe fights Lucci.

That would have been better to equalize forces and have more tension.
The point is that the world government is heavily strapped as is. Blackbeard Pirates, Cross guild, Revolutionaries, and Straw Hats all attacked them simultaneously while they were still reeling from the loss of the warlords.

The Strawhats would just be doomed. Even now they needed a lot of help from Vegapunk and Kuma (Vegapunk changing the self-destruct and putting Bonney at the top of command saved them).
Vegapunk still got killed despite that, and Kizaru being the emotional wreck that he is phoned out after that.

Adding another Admiral with no such qualms would be an actual Sabaody 2.0. Oda has his faults, but thank goodness he doesn’t think like some fans.
