It's the case for pretty much everyone tbh.
One Piece has been going on for wayyyy too long and there's a limit to how much you can milk a character.
I think the only character that is arguably getting better over time is Kuzan. And I don't say that because he's (a former) admiral. He's simply one of the few that isn't static.
