Where as Santomaru is blocking a proper full momentum Light Speed Kick

Does it mean Santomaru is both stronger and faster than Sanji?

No. There is a reason Oda didn't let return to Sabaody Luffy fight Sentomaru fresh from the timeskip. Reason is Luffy would lose and destroy the timeskip training result hype.

Sentomaru is clearly YC level. Just because he got one shotted by Lucci doesn't make him any weaker. We see top tiers like Kaido one shotting act 1 Luffy, or what Aokiji did to Jozu / Cracker / Doffy, or Shanks to Kidd etc. That's what normally happens when YC level fights Yonko or Admiral level.
