Bleach is the most consistently good
Naruto can have some great fight choreography when Kishi finally decides to have Naruto actually catch hands instead of spamming out Rasengans.
Studio Pierrot does some amazing fights for both shows when they decide to flex their animation too
One Piece fights bore me. Anime for the awful pacing and manga for the panels always feeling cluttered.

I’m talking manga not anime. Funny that you mention Naruto spamming Rasengan when the entire fight with Ginjo was just spamming laser beams.
Other than a couple exchanges with Kenpachi and Ikaku Bleach has never had good sword choreography.
Bleach has never had a fight with as good choreography as Zoro vs Mr. 1 Both bleach and Naruto are carried by the anime

Going by my bias ,I think it has to do with the anime of the other two series compare to stall piece of Toei. I spend some time looking at some Naruto fights earlier and outside of being clear what the characters do and Kishimoto depicting the speed of movement the best with the motion lines they aren't that much better if any at all in comparison to One Piece.
