Controversial Was Naruto holding back against sasuke in the final battle?

From their brief bout before Sasuke drained the Tailed Beast Chakra, both Naruto and Sasuke were portrayed as...evenly matched tbh.
There's implication that Naruto could have killed Sasuke if he really had to, although portrayal of that fight suggested otherwise.
This would exclude the boost applied towards Naruto when a Kurama Shadow Clone gathered natural energy and passed that energy towards Naruto (which was the catalyst for him achieving that Asura avatar state).

so, using Naruto’s entire ability against him (tailed beasts) is fair game but Sasuke not completely mastering Rinnegan in span of couple hours is not? If anything, Naruto got nerfed to the ground. If he had been allowed access to TB chakra, which belongs to him, during the fight he would violate Sasuke so hard.
It's pretty much stated that Naruto wasn't going all out because he didn't want to kill Sasuke.
Also, Naruto was far stronger, Sasuke explicitly needed all the Bijuu chakra, something he doesn't ordinarily have, just to match Naruto's full power, whereas Naruto can do this, any time he wants.
