Crocodile being paired with Mihawk greatly increase the chance of him becoming Sanji's opponent.
Narratively, he is indeed fit to be Sanji's enemy:
- His character has substances: distinct personality, clear goals, etc
- He has thematic connection with Sanji: a tactical type, suave/charming, smoker, etc
- He has plotline relation with Sanji: Arabasta's payback to Mr Prince
However, powerlevel-wise he is so bad in a lot of ways:
- Weak base power : is supposed to be in the same tier as Mihawk, just a level below (similar to Zoro Sanji), but we know Mihawk is high/top Emperor tier, while Croc isn't even Emperor tier
- No advantages : his skillset doesn't have any advantage against Sanji. Sanji is also tactical character, his AP not high enough to bypass Exo, not speedy enough to keep up with Sanji, etc.
To amend that, Oda would have to go to these routes, ALL of which is bad influence to Sanji :
- boost his base power : a gap between someone who lose to gearless hakiless Luffy to someone who can threaten Post-Wano Sanji, is much bigger than Lucci's improvement. Lucci is young & prodigy, Croc is older, washed up, & more tactical. It'll be so unbelievable if Croc really is boosted to this level.
- extend his DF capabilities : such as Logia awakening. It'll just means that the fight would be gimmick type battle, which is unfit for a final, or second to last, 1vs1 fight.
- increase Croc's speed+attack AND reduce Sanji's speed+defense : a guy who can go to invisible speed & tank a Seraphim punch is surpassing what we know of Croc's capabilities.
- disable the scientific corelation between heat and sand : normally, when sand gets heated it turned into glass, or something like that. Croc being the more fragile types, is even more vulnerable against Ifrit. If Croc somehow bypass this, it'll mean that Sanji's upgrades is nothing at all, or useless.
All of these things will make Sanji look bad regardless. We know Oda treats Sanji poorly in battle department, but for a final fight, he will definitely make every MC shines, even Usopp.
