This thread demonstrates you don't understand his character. He's not a government lapdog. The only Admiral that can be described as such is Aramaki/Ryokugyu.
Sakazuki is incredibly headstrong, and because he is more of an ends justify the means kind of guy, he is an extremist willing to make huge sacrifices for the greater good. This can sometimes appear as if he is a 100% loyal government lackie (because both he and the Gorosei do not care for the wellbeing of the few negatively impacted by extreme actions) that will do anything and everything they say but in actuality. This is completely untrue. Case in point, Sakazuki's done several things the government would not approve of such as:
1. Friendly fire on his own subordinates during the Marineford war on two different occasions
2. Colluding with Pirates (Squard)
3. Banning Admiral Fujitora from entry into Marine bases, which is counterproductive for the functionality of the Marines as a whole
4. Arguing with the Gorosei for reporting Doflamingo's resignation, which was a false report
