The pacing here is ass ofc, going off of what we got, but him repeating this stuff makes sense for the first time in forever since the One Piece world noobs have no clue about any of it while we as readers do

We the readers got our huge info last week and now it time to full in the OP world . ( we also get some new stuff but not as big as last week )
