Roger said he was early and I hope this is not related with a reincarnation of Joyboy but then he said that his son (Ace) would have found the One Piece, we can interpret this words in many ways. If we will find that the Strawhats are a Joyboy's crew reincarnation you are right. My hope is that the destiny part is all about the liberation of the world from the WG ( Joyboy's redemption from the defeat of 800 years ago) but if you have to be special even to achieve a dream then it's really bad honestly.
 
We only got a brief summary yet. And this chapter might not necessarily convey the conclusion. Also, it's about moving the story forward, so even if Vegapunk tells the world what we already know already (WG being evil people who annihilated Ohara and annihilate everyone researching about the void century to maintain its power), this already will move the story forward.
