- Zunisha and the Ancient Robot where part of Joy Boy's 'crew'
- Zunisha was much smaller at this point and was known as the crew's pet. The Ancient Robot was known as the crew's 'cyborg/ship'
- Icarys Wings where Joy Boy' s right and left hand man, a swordsmen and a fishman
Magellan had been the warden of impel down for years at this point. Teach should’ve accounted for him.
Again, it’s not bad to be guided by destiny. That’s literally the point of OP is that these characters don’t need competence to get to where they’re destined to be.
The Scabbards were surprised to see Kaido using stuff like invisible slashes and lightning roars despite actively plotting to come to his home and assassinate him for 20 years
I don't see why BB would have any idea who Magellan is and what he does. So far the only character that we've seen talk about Magellan's powers without experiencing them first hand (presumably), is Caesar.

It still doesn't make sense because the same Law obliterated Doflamingo's strongest subordinate and he already viewed Luffy as a dangerous opponent because he knew Luffy was the one who defeated Crocodile - someone even far stronger than Vergo.
It was just plot convenience.
Of course Doflamingo could have just sent Fujitora on their asses but the plot demanded that Luffy and Co got stalled until the right time arrived.
